The Former President's Progressive Warning Misses Europe's Real Threat: Economic Decline.

The recent US security policy document presents a flawed assessment of Europe. It claims that open-border policies and so-called "woke" agendas pose an grave risk to European civilization. Yet, this argument is based on a fundamental misreading of the situation. The true danger facing the EU is not cultural but economic and technological backwardness.

A Glaring Growth Divide Separating the US and Europe

The data reveal a sobering contrast. Between 2008 and 2023, American economic output surged by 87%, compared to a mere thirteen and a half percent growth for the EU. Over this period, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major EU nations like Italy and France.

Today, about 50% of the global top fifty tech companies are American, while only four are European.

The Innovation Deficit: The Core Question

This widening disparity is driven by superior efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of global tech dominance is overwhelmingly American. Over the past fifty years, 241 US firms have scaled into companies valued at more than ten billion dollars, compared with just 14 in the European continent.

This disparity prompts a vital question: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe stand? Most analysts concede it is essentially a contest between two between the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of the Continent's Innovation Gap

Several key factors explain this technological divide.

  • Venture Capital: The United States has a much more robust and more dynamic network for funding startups. The EU still lacks a true unified investment market, a factor that caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can launch a service under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is divided among 27 different national systems, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In some EU nations, business failure was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are reasons for hope. European leaders are increasingly aware of the severe threat and have begun to advance serious reform. Key analyses on EU competitiveness and the internal market highlight the need for major reforms.

With the right policies and regulatory reforms, these assets might enable much higher levels of business-led breakthroughs.

Europe retains considerable strengths: high-quality human capital, excellent schools and universities, and premier labs. Coupled with a vast domestic consumer base and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still significantly boost economic output by adopting and adapting advancements from other regions.

An Inflection Point

The European Union now stands at a critical crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's slide in innovation has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
